If you go back and read 1984 you see that the story has a huge fatal flaw in it. That is that the surveillance and control applied only to the party members who were only a small percentage of the population. The vast majority were the proles who lived in relative poverty but were free from government control and surveillance. A modern police surveillance state like the UK everybody is a party member.

Not really a flaw, it's covered pretty well in the text. The proles are left to their own devices but the thought police are always active amongst them to spot any starting to become a threat, in which case they're quietly bumped off.
