Most anime are adaptations and studios pick and choose what they’ll adapt. Some stories aren’t adaptable for anime and others aren’t popular enough to invest in. There are still countless works that are too Japanese for gaijin to understand.

there was a lot of mediocrity too, but hardly anyone bothered to preserve it, let alone watch it
nobody brings up "Getter Robo Go" when talking about 90s anime
2) money
Japan was drowning in money 80s and could fund all kinds of shit with dubious expectations on money return, including high budget anime
now the Japan economy is like 300% debt to gdp ratio
3) money
animation tools got cheaper and lowered minimum viable budgets
1 guy on a computer can replace 12 people using celluloid sheets and entire studio worth of special equipment
that means you can risk it more with more niche ideas, but also produce more low effort slop

Seems to be the opposite actually. Back then anime had clear Western influences, now it's only influenced by itself and by other otaku stuff.

you'd be surprised by how low-budget most anime were in 80s and 90s
the common production schedule was insanely short as well
even so, they looked better than a typical midnight anime after 2000s, not because of the japanese economy but because the number of anime titiles has increased a lot, midnight anime was not a thing before 2000s, now they make literally hundreds of anime per year
