My impression is that games happen where you're dying and it's all roughly in the state it were before you started dying. So the American spin-off, if they will continue with it, will take place in the US.

Does the purgatory area update to to the real life location? If so, the participants would've noticed.
What if someone dies near the border (lol) of Shibuya, but not in Shibuya, do they go to another purgatory city?
I ask because the first two seasons a lot of the intrigue was "what is this place".

Haven’t watched season 3 or read the manga

But they revealed at the end of season 2 that a fucking meteor hit the city area so a ton of people died. And that the entire story in the borderlands happens in the short time after you die but can still be revived, so just a couple minutes usually

Time is not the same over there so you’re likely seeing people who didn’t die at the exact same time too
