What? The entire reason it all goes to shit after 3 is because the studio has to desperately pull all sorts of things out of their ass to keep Jiggy appearing in every film after because he's the main draw.
They also fell too hard into the slasher idea of "the iconic villain is the main character" that they revise him into being this "grey" anti-hero instead of the unhinged psycho he clearly is in 1-3

There are several traps he makes where there is no choice involved and someone has to die.
Like the one where the druggy woman has to dig a key out of someone or the bear trap rips her head to pieces.
The other guys has no choice in this, and someone has to die. If the druggy does nothing, the trap kills her, if she wants the key, she has to kill the guy the key is inside of.

No matter how you look at it, that's a bullshit situation for the guy with a key in him to be in.

former Texas state supreme court justice here, i have to agree with this judge. at MOST you might be able to dig up some files for tax evasion when it comes to construction and purchases at his locations. the truth is when those 'traps' hurt people, he wasn't involved, the parties who were injured made a choice to participate in the 'games' and thusly waived their rights to reparations resulting from bodily harm.

Because if not, there is a strong case against him and it's likely every person that was injured due to his direct or indirect actions could sue him for multiple millions of dollars.

Former as well current DA here. Basically yes, you *could* try and get him for tax evasion which is typically our go-to, but realistically those types of guys are too ordered and "clean" to have anything on them like that.
As far as waivers go, you'd have trouble proving they *didn't* sign a waiver that was later lost by mr. Jigsaw's employees due to negligence but by then all of the "employees" would be gone so you'd in effect be suing a ghost.
