Longshoreman work is allocated based on seniority. This was in the 90s, well before electronic scheduling systems. If you wanted to work the docks on any particular day, you did it the old fashioned way - by physically going into the union hall and sitting your ass down. Depending on how many ships came in every morning, the port tells the foreman how many guys are needed, and they dispatch that many guys from the union hall in order of most senior to least. If you worked that day, you got paid, and if you didn't, you didn't get paid. This worked okay for many decades, because the demand for dockworker labor was pretty constant and aside from your first year or two where you're still learning the ropes anyways, you could expect to get work every day you wanted to work. But it was difficult to be available for a second job because you didn't know what days you would get work and what days you wouldn't, and if you didn't show up a certain amount of days a month, you lost your seniority.

The problem in the Wire was that that the way of life that had lasted for centuries where dockwork could sustain whole communities was dying, because better port technology and containerization meant you could load and unload ships faster and with far fewer guys needed. The ship owners wanted to load and unload at the modernized ports because it was cheaper and faster, so the ports that didn't modernize lost traffic. Basically, it was a no-win situation for the workers.

That's literally still how it works for us at at the LA/LB port, as a casual at least. I am able to get a second job though, because you only have to work a handful of days out of the year to keep the casual card.
I have no idea how the actual union thing works, because I won't get in for at least another 3 more years.
