The conditions will never be right for another TNG. It aired during a time without any real competition for what it was going for. Entertainment was much more centralized and the viewer didn't have much choice over what came on television.
Basic cable also helped tremendously with TNG's continued success. There was a time in the 90's and 2000's you could channel surf at any hour and catch a repeat. And since most episodes were self contained, new fans were being made every day. Streaming and algorithms killed all that whimsy. Now the home screen tells you what to watch.
