Lindy Hemming had been the costume designer for the Bond series since Goldeneye. She also did Casino Royale, which is one of the reasons why Craig actually looks like Bond in that movie, but she didn't come back for QOS, which is when the suits start to get progressively smaller. There's a youtube interview with her where she implies that she wasn't brought back because Craig wanted a more modern look for his wardrobe. He still looks fine in QOS, but SF is when the suits start to get too small, and the one in the opening scene of Spectre is downright comical. Bond looks like he shrunk his clothes in the wash.
