They have a general idea of who is on board, the script outline, the cinematographers and animators, a rough timeframe, and even at that point you have invested money into setting that much up. Even when they start to realise things are wrong, there is a pressure to push on with the project and hope things will turn out okay. By the time they've realised it is unsalvageable, it is too late. The only questionable thing from the outset was casting Jared Leto, but he does carry star power still.
