I'm unaware of how laws work in the USA, but where I live a single crime can happen in two different states at the same time. Let's say that you shot a guy in state A, but he only died at state B. You'll now respond in both state A and state B. I don't know if that applies to the character in your pic though.

Prisoners can be transferred to out of state facilities with simple requests from the originating state facility. I'm not sure they gave a reason in the show, but a google search showed me that Alabama has a smaller facility selection compared to Illinois. The answer could be as simple as they didn't have enough space in their own facilities at the time, but the range of reasons can be anything from specialized care to even just a request from the inmate to be closer to family.
