If you want real answer it's because on-going manga titles in shonen jump doesn't have pre-written plot. Every new chapter is written 1-2 weeks before it is published in the magazine and there's no long-term plan. Decisions about the story are also heavily influenced by "supervisors" that shonen jump attach to every mangaka and all of them are boomers who don't care about anything except ratings and statistic that they collect by a snail mail polls like it's 70s and I'm not joking rn.
