You don't just steer horses like a bike, you dumb faggot. They are large, stupid, skittish animals that are likely to not let you ride them if you happen to be wearing the wrong shirt because they think you're a different person.
If you want a horse to charge into a crowd of people, you have to slowly and gradually train it to be comfortable doing that without rearing up and throwing you off its back, preferably training multiple horses in case one dies, goes lame, bolts or refuses to charge after getting stabbed with a bunch of pointy objects the first time you take it into real combat. Heavy cavalry is expensive and a lot of specialized work. Cavalry for a long time Europe and Asia was just used to carry horse archers and in light harassing actions such as chasing down retreating enemies.

Well what else are you going to do with your resources? By the time cavalry started becoming a thing the ideas behind smithing armour were pretty well-developed. Pre-imperial Eurasia was a free-for-all, wars were what society was for, having your blacksmiths beat out horse armour is a wise and practical application of manpower.
