It's actually the ring. Frodo makes Gollum swear by the ring earlier in the book and explicitly says if Gollum betrays him he'll force Gollum to throw himself into the fire.
Tolkien has a thing for pointing out how evil not only ruins itself but also leads to good, basically God playing 4d chess to allow his creations endowed by the gift of free will to grow and improve themselves even if some abuse that free will to harm others. "Behold the cunning work of frost! Do see that there is nothing that does not have its uttermost end in me?"
