There's no easy to determine that because some releases are both. Stuff where most of the movie is progressive with no interlacing but say 5% will have interlaced frames. The Ultimate Edition DVD for Terminator 2 is like that (when SWAT is about to enter Cyberdine for example).

But sometimes it's outbof necessity too. Anime DVDs are sometimes mixed too because 2d animation is 24fps but 3d CG will be 30fps. Only way to keep both on the same stream intact is to encode them differently. Cowboy Bebop DVDs were like this sometimes, depends on the episode. With Blu Ray it's either all interlaced or all progressive.
