The film has themes and it may even have a message, but the important part is the emotional reaction (emotions on the opposite and complementary end of the spectrum across from Chunking Express) and the "it made my jaw drop" moments like with Perfect Blue. This is why they are films that stay with people, the same way a song or a poem stay with someone without any of them being deep or didactic
