How comes pirates have never never reached the popularity of samurai, cowboys and mobsters in movies? Any good pirate kino?

In my opinion it’s because the most popular film about pirates is a kids movie, (Pirates of the Caribbean). Meanwhile the others you listed became popular from a mature take on their genre, Samurai (Seven Samurai), Cowboys (too many to list), Mobsters (Godfather). If someone came along with a great mature take on pirates, maybe it would inspire a lot of other people to make films in that setting.

It's mainly because it's rather expensive to film a pirate movie without making it look like shit. Unless you want the whole movie set in the cabin or some shit, not showing the water is always gonna be noticeable.

I think it must has something to do with the fact that a large part of these movies is supposed to take place solely on a boat at sea, which is seen both as too limiting and as a costly nightmare to shoot.

That said I remember Cutthroat Island as some peak 90's pirate flick. I haven't see it in ages though.

Filming on ships/17th century sets and pirate costuming is exceedingly more cost inefficient. On top of that they put a lot more camp in pirate productions.

To film a movie with each you'll need the following:

Some wiseguys in suits with guns in a city

Filming at sea and with large sets involving lots of water and big old boats can be really expensive like with Titanic or Water World. Also Cuttthroat Island bombed hard so it scared producers away from pirates for a while
