With streaming, the way that it works is that after they're done filming they let everyone go, tear all the sets down, and then send it off for copious amounts of post-production. Only after it is released will the streamer decide if they want more of it or not. If they do, they have to restart production from scratch and gather everyone together again, which is difficult because it will have been 12-24 months since shooting wrapped and they've all typically moved on to other things.Pre-streaming, working on a show was a dependable, steady full-time job for everyone involved and everything needed to film was kept available on a continuous basis to make sure they were in a state to continuously crank out 20+ episodes a year. Nobody would be released or any sets destroyed until the show was cancelled. This was enormously expensive for the studios because most shows got cancelled before they had even aired 13 episodes, which is probably why they've tried to move away from it.
