I can see them purposefully having a basic outline and letting Whitaker fill in the blanks but I can also see the writing team being good enough to write a character into the season that fit his abilty and style so well.
>>215511761They basically were winging it because at the time, FX was playing stupid games, ordering like 21 episodes and splitting the season at the last minute, creating all sorts of issues and requiring a good amount of filler AND Whitaker taking pity on the writers and agreeing to come back to finish his character's arc as he was supposed to have just vanish after Lem's death. In particular, the only reason we got the arc with Gina Torres as Kavanaugh's wife was due to no one telling Whitaker that his character was divorced (it is revealed in a exposition dump scene with the Strike Team) and he wore his real life wedding ring in all of his early scenes. Resulting in Shawn Ryan autistically coming up with the idea that Kavanaugh still wore his ring because he was still in love with his wife, who was mentally ill and would be a weapon Vic uses against him when he finds out about her.
