The plot should have been that gus didn't want jesse to kill the dealers, because it would risk exposure and it could land jesse in prison, but the meeting still should have took place, minus the dealers. Gus then wants to kill jesse because he goes out and tries to murder them anyway, which shows that's he's unreliable and dangerous. He was already adamant on jesse to begin with; "never trust a junkie"
