massed orc army is always going to be barely better than a peasant militiayou cant doctrinize orcs. you cant teach them unit cohesion or e'spirit de corps. they dont understand infantry maneuvers or unit tactics the same way human/elf armies do. they are literally just bred to be thrown into a meatgrinder. fielding an orc army might as well be the same as sending a regular delivery of scrap metal to your enemies.
