This was pretty bad, but people were going on like it was one of the worst things ever made. Why was this? Did people just find the premise of Fred Durst directing Travolta playing a retard to be objectionable?

It's because it was directed by Fred Durst, stars Travolta, and wasn't properly distributed so only nerds who like to shit on things and particularly like to shit on Fred Durst and John Travolta even knew about it. If it had gotten a wide release in theaters it would've been considered extremely bad but it probably would've been less of a meme. Certain movies are more of a meme with a small release, some are more of ameme with a big release (Morbius).
