Well the image of the channel, much like fox at the time, is that they wanted to be totally different from what you could see on regular tv so all these new channels began to be edgier and capitalize on unexplored segments.

Also that is the kind of shit you get when you let creatives do whatever they want, you end with weird stuff, I have made some myself when I am allowed to have some creative input. I have been accused of being weird because I was too inspired by bumpers and art like this which still exists in the back of my head.

Even in my 30s I think this stuff is totally cool.
Then I met MTV crews from the 2010s, complete fucking homos and tumblr tier retards and faggots with a stick up their holes 24/7.
MTV died when SJWs were allowed on the crew and only seek to destroy the channel to have more of them on board. Total body snatchers type situation.
And all of that was enabled when we stopped thinking about the people we wanted to cater to and started using social media as metrics.

MTV was for teenagers and young adults. The idents had to look like things that this demographic thought looked cool. Gives a good opportunity for ad agencies, animation studios, and video artists to showcase their talents. MTV aired weird cartoons in the 90s too. Pretty much adult swim before its time. The music videos for big acts were pretty weird looking. The bumpers are not weird juxtaposed to the rest of the programs.
