I used to work for the government and can assure you some very high up bureaucrats spend most of their meetings together talking over each other and going on irrelevant tangents. If anything Tywin is a lot more competent than a lot of real life leaders simply because he's at least focused on whatever problems are at hand, which is sadly a very rare thing in the real world.
