Kevin McClory had rights to Thunderball which sort of spiralled into a wider ownership issue regarding James Bond. The whole reason Never Say Never Again was able to get made is due to McClory being able to being able to legally remake Thunderball - McClory also tried to remake Thunderball a third time with the title Warhead, with Liam Neeson rumoured to be attached. The reason Quantum was used rather than SPECTRE in the early Bond films is that McClory claimed rights over SPECTRE. The rights over Casio Royale also only came under Eon in 1999, with there being the 1967 film and an American TV episode adaptation from the 1950s. It was only in 2013 that Eon had actually secured unquestionable legal rights to everything, although really even before then the whole thing was bullshit. Back to Dalton, basically he felt he had aged out of the role by 1995. As much as I like Dalton, and GoldenEye does seem to have had his Bond more mind than Brosnan, it was probably for the best of the franchise to start anew with Brosnan. Dalton would have been nearing 50 by GoldenEye so there is not really much more you can get out of him; as much as the Dalton films get praised now they were not actually that successful at the time of release; and it is just too much of a gap between LTK and GoldenEye, the momentum is not there.

That script basically got rewritten by two other guys (one of which was the writer of the Johnny English films), which still had it kept on China though was about stealth fighters stolen. Then the script as we sort of actually know it got done by Michael France in 1993, who is actually credited as the screenwriter of GoldenEye. His script then got reworked another completely new guy, whose work then got reworked by a completely new guy, whose work itself then got edited by Bruce Feirstein (who worked on the next two Brosnan films after GoldenEye). So basically the script had 5 years of development and refinement. Also, GoldenEye has more in common with Moonraker the novel than Moonraker the film does.

For that that matter, maybe Tomorrow Never Dies got done as a result of the proto-GoldenEye spitballing. I suppose China is the obvious thing to move onto following the collapse of the Soviet Union and before 9/11 shifts everything to Islamic terrorism. Tiananmen Square and Hong Kong give China, and the economic reforms are starting to happen as well. Not that the Soviets are necessarily portrayed as evil in Bond films, but it is also not like Hollywood is trying to court 90s China.
