It is because of its highly irregular release schedule. I love the manga, the drawings are absolutely fucking insane, but how long was it since Cosmic Garou? Five years? Seven years? Chapters that come out now still feel like epilogue of Cosmic Garou/start of new arc.
It is great to read in one go, but it sucks ass for any serialisation, and so it is hard to build up hype for 10 episode season once every five years.

Digital allows you to cut corners A LOT. There's many ways to be cheap and take shortcuts. Animating at lower resolution and then upscaling is one of those shortcuts.

Sure Digital animation CAN look good if you put in serious effort and time. But most anime studios don't bother with that. Its all about profits for many studios.
