Not OP, but I did have to read a summary after watching the movie for the themes to be explained to me, and then it all made sense and I better appreciated what I'd just watched. I'll even admit that I too didn't quite understand who the other hitman was, like OP I even thought he was some kind of special agent working within the law. Normally I have to watch a movie like this twice before I understand it like everyone else does on their first viewing. Unlike OP though I don't have an ego about not understanding something and quickly try to inform myself. Hard to say if it’s really a victory or not. TLDR: Chigurh wasn’t actually in the room when the sheriff went back to check. The sheriff just imagined he might be.
