They are the end result of Spice addiction. Every form of life that ever existed on Arrakis got mutated into worms by the presence of the Spice. It's the fate of humanity as well, far into the series timeline. Every planet will eventually become an Arrakis-like world populated only by worms, sand-trout, and sand-plankton.

I think they are numerous places you can find sandtrout in the Dune Universe. People didsnt realize they were the sandtrout that evolved into the worms I think until Leto II did like a mind meld with the worms by attaching them to himself. On Dune later on they evolve back to trout then back into worms after the nuclear apocalypse on Dune. Everyone thought they all died and tried to introduce them back to Dune but all those died. They later learned the orig ones actually survived though
