its part of the novelty of the film, theres a handful of moments that aren't what you'd expect, definitely not what you'd expect of Bruce but thats why the scene is so entertaining

I always thought he was trying to look so pathetically out of his depth that the joker wouldn't even bother with him, laugh at his unthreatening ass and just leave. If so in a way he's right, Joker doesn't even bother entertaining fighting him, just shoots him in the chest and leaves. Big gamble that he's not going to shoot you in the face though.
