The orcs always did seem like a hostile militant force that sought nothing but ruin for the other inhabitants of Middle Earth, but did Tolkien mean to portray them as victims forced against their will who only wanted a home of their own?

Orcs are ontologically evil but I recall Tolkien later saying he regretted portraying them that way. So they might be a race of pure evil but that's not really the way he wanted things to come across.
