You need a pressurized diving bell. Then it would work.
It would work if they were heavy enough. The only issue is that the two of them don't weigh enough to keep the boat down, and you're talking a considerable amount of weight required. For a 1m3 of air you'd need a tonne to keep it submerged.

I have tried this in a swimming pool with a friendThe air in the upturned boat adds a lot of buoyancy and makes it near impossible to hold down or not float up with. The air also runs out quicker than you think when it's 2 people burning it up trying to walk through water.
