If it's LA or New York they need a back lot (away from you), or like a tiny piece of the sidewalk in Times Square if its integral it looks like New York. There's actually specific towns they like to repeatedly use in upstate New York, just PA in general, New Jersey because Jersey has zero standards for what they'll allow you to film there (the reason cities look so nice in movies is most states will not allow you to film anything there that makes their state look bad), and specific areas of Canada for historical shots.
