Tim Curry is better because he acts like a clown. He doesn't really do anything that tries to be that scary most of the time. He is just there and acting like a clown. It's spooky because of where you see the clown and knowing that he isn't a good guy.
The new one tries to be creepy.

The entire difference comes down to the fact that when IT was written clowns were not the scary hip thing. Clowns are scary because of IT. Pennywise takes the shape of a clown because clowns are not scary.
The new one takes the shape of a clown because clowns are scary and because the original Pennywise made people afraid of clowns. It's like the new one is taking the shape of the Pennywise from a miniseries because people found the miniseries scary. He is like a Pennywise cosplayer.

Nah, it started in the late 70s-early 80s. Some kids in Boston said guys dressed up as clowns tried to lure them into a van with candy. That's where the candy van meme originated in the first place. Pretty soon, other kids started saying the same thing, some started adding details like the clowns were carrying knives or they turned into demons, etc. and it spread like fucking wildfire.

The miniseries version looks close enough to a crappy real world performer that the weird bulbous head and dark eyes become unsettling.
