Because Mike Flanagan saw himself in Stuckmann and wanted to help. Neon saw dollar signs because it was a low budget horror film from a YouTuber with millions of followers (who already funded his film). They thought Stuckmann was going to repeat what RackaRacka did with Talk To Me.

horror films have the highest budget to profit ratio, often like 5x their budget or more. So it makes sense to make a horror movie as your first movie if you want to make money to make higher budget movies afterwards. But I guess some directors probably use them just to try and cash in. Some of them consistently make bad horror movies, like the Winnie the Pooh Blood and Honey guys, they've made dozens of horror movies and they're all bad.
