Urkel was clearly autistic and more so, he was not in love with Laura, he was in love with the Winslow family. Since he was a child, his family rejected him. It was a running gag in the series, but despite having 3 siblings and both parents, they never wanted Steve around. The first person to ever invite Steve over and treat him well was Carl (season 1 episode 12). From that moment on, he became slowly obsessed with trying to fit in to the Winslow family, and the easiest way to become a permanent member is to marry Laura. This is evident in how Steve seems to care much more about what Carl thinks of him than Laura. Also shown in the episode when Steve moves away to college (season 7 episode 4), in how he has framed photos of the whole Winslow family but single framed photos of Laura and Carl. Also shown in how Steve is always trying to sucker Carl into his wacky science adventures. Laura is just an objective, but being Carl's son is the real goal.Urkel just wanted a group of people that loved him unconditionally, and while Myra did do that, her family did not. Steve decided at a young age that the only group of people that mattered were the Winslows, and because of how warm and loving they are, he would do anything to be a part of them because more than anything, Family Matters.
