Why doesn't Hollywood just make a Thalassophobia movie? Do they hate money?

Cloverfield: Sea Edition, or Cthlulu or something. Every culture around the world throughout history had fables of sea monsters.

It could be a period piece, or fantasy or just modern sci-fi.

There was a Guillermo Del Toro - Tom Cruise Cthlulu movie but it was stuck in pre-development hell for like 15 years then they gave up.
