It's a trolley problem thing, if you can save someone but decide not to, some would say you're at least partly responsible.
In some countries you can be convicted for it, like refusing to call an ambulance for someone who could have survived, abandoning an injured person on the side of the road, refusing to throw a life-saver to someone drowning, stuff like that. If it's safe for you to do it, and you're capable of doing it, choosing not to save someone's life can be considered criminal negligence.

I use these things as an NPC test.
