Saving private ryan was one of three ww2 movies nominated that year and like almost all WW2 movies except for Kelly's Heroes it's depressing and nobody wants to watch a depressing movie more than once. Except for congenitally miserable queers. It's show business and making something that people are going to pay for more than once is good business. Shakespeare in Love was a good date movie because you could actually get laid after watching it with your girlfriend which is an experience that most guys would want to repeat by watching it again. That makes it a better movie.
