After Noah's flood, God told fallen man to spread out and multiply and fill the earth. This was putting all their eggs in one basket where if their society became corrupt, it would corrupt all of humanity, instead of having separate nations that can act as checks and balances on each other and even wage righteous war against a corrupt nation if necessary. So, God confused their languages so they couldn't understand each other because with the same language they would accomplish anything they wanted. What they wanted was errant and foolish. After their languages were confused, they spread out and stuck with the people who spoke their own language. Then, God turned them over to lesser gods (elohim, archangels, the text isn't clear), members of His divine council, who didn't do a great job. He was kind of done with humanity in a way at that point. But Abraham was a friend of God and God chose him and his barren wife to make a nation out of for Himself. One Holy Nation to be a guiding light to the rest of the nations. They were supposed to be a good example and eventually lead the rest to God. They had successes and failures in this, but eventually Jesus came out of that nation. He is the light to the nations now.
