Sauron simply was better at manipulating. He could convince even men, mostly wild or uncivilized men but nevertheless, he could convince them to come work for him against the rest of the world. Perhaps he appealed to their sense of wanting to conquer and mob over others.And lastly, Sauron had nine ring wraiths to keep his army in check.
