Sauron created the One Ring which gave him command over evil beings. Even after losing the ring and his body, he still had some control over the orcs.

There were independent orcs living in the mountains and some chose to follow Saruman over Sauron. Sauron simply was better at manipulating. He could convince even men, mostly wild or uncivilized men but nevertheless, he could convince them to come work for him against the rest of the world. Perhaps he appealed to their sense of wanting to conquer and mob over others.

And lastly, Sauron had nine ring wraiths to keep his army in check.
