I would be fine with IT not just being the clown all the time if the other forms it took were even remotely scary. The only time IT came close was with the skeleton man but then it fucks it by becoming a giant CGI monstrosity.
At least Pennywise has a fun personality, right now its just ugly CGI slop with small glimpses of what people actually want to see.
