Fantasy was planned to be the next big "trend" (and to some extent it was) after the whole 90s "indie" or whatever it was called Tarantino, Kevin Smith, Fincher and whoever else it was were doing.
LOTR was starting to get popular again too as rumors about Jacksons movies started going around. A Game of Thrones was gaining steam, etc.
People have always said Rowling was some sort of Carolyn Keene situation(a group of ghostwriters), but if you look at her writing it's just as garbage as it's always been which is why I don't buy that story.

Interesting a few people are bringing up ghostwriting here. I think the series might have been passed off as early as book 3. I don't have any proof of this but just a feel. Books 1 and 2 feel like they are from a different series with the way they are structured. They are much more concise. Book 3 was perhaps the new writers experimenting before they settled on a format for the rest of the series.
