More states have legal weed than European countries.
For example over here it's Class B (same category as ket and speed), but they lowered it to Class C (same category as steroids). Everyone thought it was a step towards legalisation, and it definitely seemed that way because you were no longer getting arrested for it, they didn't even take it off you, and it meant those cop bux could be spent on more pressing criminal matters. But that's when the problems started.
Just like all crime stats, everything gets lumped together and you get a total number of arrests, convictions etc. They don't break it down into a per crime basis. So to the public when they seen arrests and convictions (overall) were down massively they didn't think "wow, look how much time, money, and effort has been wasted all of these years arrested stoners" they thought "wow, the police have really stopped caring, look how much arrests and convictions are down" and likewise the police realised they had to spend actual time and effort on arresting people for real crimes which is hard. So the government reclassified it as Class B. In fact a few years ago they wanted to reclassify it as Class A (same as cocaine, heroin etc) because what really matters is how much of a difference it *looks* like you're making, not how much you're actually making. It's all about the minimum amount of effort to keep retards placated.

When I was younger for example you could buy shrooms in head shops. Totally legal. Now they're Class (same as cocaine, heroin etc) because they did a blanket ban on "psychoactive drugs" without seemingly realising that caffeine, alcohol, and tobacco are psychoactive drugs. But because certain protected groups have a vested interest in those industries they made an exception. Completely contradicting their own retarded explanation.
