The entire movie is about how good men handle being pushed beyond their limits and into evil. Batman successfully pulls himself back from the brink by destroying the sonar system and maintaining his belief in the inherent goodness of humanity. Harvey fails the same test.

the problem is our laws about what is illegal are only meant to enforce against flagrant and visible infractions that disrupt public order - in a situation where the state can immediately be notified of every violation no matter when or where, you've suddenly got millions of people who are technically criminals for engaging in innocuous behavior that nobody really cares about, which can be easily abused by bad faith actors

if you want a real life example of this look at attempts to implement speed cameras. everyone says they want to crack down on speeders, but as soon as you enforce it with a robot that catches everyone, every time without discrimination, people get pissed off and want them gone.

I used to think this plot point was really disturbing.
But then Pizzagate happened in 2016, and the way that was covered up and all evidence was being scrubbed from the net in realtime made me realize this kind of surveillance might be the only way to catch people doing the kinds of things that evidence suggested were happening in the Pizzagate scandal. That kind of high level human trafficking, with powerful people covering the evidence.
Hypothetically, this kind of mass surviellance could protect innocent people from the abuses of those in power if it were in the hands of good and just leaders.

The problem of course is that it would be impossible to trust anyone with access to this level of technological surveillance to really be good and just.
So this Batman movie is a total wish fulfillment fantasy where this technology is only used in a good way by good people, and then destroyed and never used again.
The future gives me a headache.

I know in Texas they ended the red light camera program because it was giving people tickets when they technically did not break the law.
