It's symbiotic - even though the Mind Flayer has primacy and ends up making Henry into what he is, the planning, strategy, and will on the "human level" still come from Henry.In my conception it's a little like Samurai Jack, if you've ever seen that show, where the main villain Aku is originally this vague amorphous mass of black goo that then ends up gaining more defined anthropomorphic traits after coming into contact with humans. They shape each other - it's just that the Mind Flayer is the one who ultimately benefits most in the end.
