Freddy doesnt have a physical form whereas IT's weakness is that whilst it is a extra dimensional creature the fact that it uses our reality to feed means he has one imposed on him. i dont think he dreams when he slumbers though but his influence is still in effect throughout Derry during hibernation. There is no scene where Pennywise invades someones dream which makes it hard for me to say how the two would meet unless the dream world is another dimension and IT could invade it. If thats the case, I think Freddy would be powerless because he is a new and minor avatar created in said dimension whereas IT has existed for aeons. Some people say King ripped off Elm street but I think he was writing the book since the early 80s and the similarities between the characters are quite thin (Freddy didnt use your worst fears until the sequels for example; he just scared you).

I'm sure some writer said "but it's more satisfying if she sees that the Pennywise she's always tried to convince herself is her father proves just how much he isn't while wearing his face," and there is something to that, but the way this was done just felt weird.
