He uses that alien tech stuff (found out in the woods) and he killed that boy who's mother was screaming for help. That's when he knew he couldn't come back and he fully embraced the space stones and became one of those beings (just like that other one we seen back with the native injuns - although god knows what happened to that one, I think they must have killed it).

We've finally got to where Pennywise appears and it's just some local clown, a depressed alcoholic who hates kids and resents his own little girl as he's crippled by the loss of his wife (Periwinkle). He's got nowhere to turn to and opportunistically kills that boy and his mother out in the woods (remember his blood stained handkerchief as found with that boy's blood on it) when he's drunk and using the magic alien stones. He's like Tony Stark meets John Wayne Gacy, he can walk through fire and travel quickly, etc. Whatever this alien rock stuff is, it's clearly turning people into super beings/paranormal entities, giving them hologram powers and making people believe stuff that isn't happening. What's interesting is that we had the first person (that old priest) who was using the alien rocks during the flashbacks. He's now dead and it's Pennywise using them. I'm guessing that someone else will come alone and use them too (after this series and the two movies where they finally kill the clown). It's basically like Iron Man but it's Evil Clown and the tech can be used by others. It's not like the books but then I'm enjoying the creative writing.
