He's exagerating but not that far from the truth.
Odo does more talking about shape shifting than actually doing it when it can be seen. Plus there's a thousand instances in the show where he could've just turned his hand into something for a purpose or to prove a point but he doesnt. And on a few occasions he does his "shifting" out of camera view.
