Sort of but the show is about how politics and bureaucracy get in the way of good police work and he's supposed to be one of the best examples of that as an example of a good detective who was frozen out for political reasons and then forgotten about entirely, so they show him making a bunch of breakthroughs.

That's really only in S1 though. His discoveries in later seasons are farther between and all come off of tips he's given from others (Herc tells him about the nails and gives him Marlo's number) and he eventually ends up pissing off leadership again as well as stupidly participating in McNulty's serial killer scheme.
