When the city inspector came to review Carmella's spec house, he revealed that Pudgy Walsh, a trustworthy city official, had been forced into retirement. Hugh then explained that the whole building department was taken over by The Sob Sisters. This was some kind of gang that ran a scheme that imposed unfair inspection standards on spec houses. Perhaps it was done to extort bribes from building permit applicants. Regardless, the Sob Sisters gang took control of the city building department.

Tony had to send Silvio to negotiate terms with the Sob Sisters to get them to back off Carmella's spec house. Who knows what concessions Silvio had to gave the Sob Sisters. Perhaps the Sob Sisters gang threatened conflict over the matter.

So, in a matter of a few lines and throwaway name-drops, Chase concocted a whole conflict between Tony and an outside gang, and a corruption scandal in local government. It is merely hinted and mentioned, yet tells us all we need to know. Holy fucking shit...
