The Departed wasn't trying to "best depict" Whitey Bugler, it was only inspired by him. The Departed is the better movie tho.

Out of the two only Black Mass is about Whitey Bulger. Departed is the American remake of Infernal Affairs. Scorsese himself admitted it in his Oscar speech.
