Gus doesn't usually cause visceral horror, but when he's trying to be scary, he does. Like when he casually cuts a guy's throat ostensibly over a small mistake, but actually to project menace. Or when he has a child murdered out of pique. Of course, his extended tortures are pretty bad, too, but those aren't really horrifying until you're in them.

Tuco meanwhile has the menace of a badly socialized steroidal pit bull. You're always waiting for the inevitable chimpout, and if he catches a sniff of it, that can trigger the chimpout. It's visceral horror.

You realize just how shit and uninteresting he is as a character in BCS, where he becomes easily the worst part of the show, and does nothing other than looking scary and frowning.
Meanwhile, Tuco is a timeless gem and is endlessly entertaining on every rewatch. He's an incredibly threatening presence, yet still goofy, like a childhood bully.

Gus generally would not allow himself to be in that situation, because he is smarter than, and had better self-control than, Gus. Gus is also older and certainly not athletic, so yes, I imagine you're right.

They also give tuco some complexity with his sympathy towards the elderly (his abuelita, his patience with Mike when he first hits his car). Meanwhile Gus in BCS is constantly dour and never been bothers to change his voice

Ultimately guys like Tuco or Jack's gang were bigger threats to Walt because they weren't the cold, 2smart4u calculating type Gus was.
Gus was rational and therefore predictable (allowing Walt to pull the Gale stunt among other things), if he'd tried something similar with Tuco he'd have killed him anyways.
